Why it matters

tabindex values above 0 force elements to the front of the keyboard order, so focus jumps unpredictably around the page (WCAG 2.4.3).

How to fix it

1. Use tabindex="0" to make an element focusable in its natural position, or -1 for programmatic focus.
2. Fix the HTML order instead of overriding it.
